Mandate / Members
Research libraries ensure for researchers convenient and permanent access to scholarly resources managing already-available information and the promotion of effective and sustainable communication of new information and knowledge. The purpose of the CARL Scholarly Communication Committee is to enable the Association to play a leading role in transforming scholarly communication in Canada.
This Committee was established on November 12, 2009, in Ottawa.
Through the work of the Scholarly Communications Committee:
- CARL will work with other organizations to promote the development of a data management infrastructure for e-research in Canada, and to devise a plan for the development of appropriate skills in Canadian libraries for data management.
- CARL will encourage the archiving of research article manuscripts in digital repositories, promoting the adoption of open access mandates at universities and the national funding councils.
- CARL will investigate and promote sustainable business models for other kinds of open access scholarly publishing.
- CARL will investigate the opportunities and issues for Canadian researchers and libraries around emerging mass digitization initiatives by identifying priorities for digitization among Canadian research libraries.
- CARL will collaborate with other organizations to develop a plan for the long-term preservation of Canada’s collective research resources in print.
The Committee reports regularly to the Board and to the membership at General Meetings.
Membership
The Scholarly Communications Committee will normally be staffed by 8 to 12 CARL library directors. The President and the Executive Director are ex officio members of the Committee. Normally at least one member of the Committee will also be a Board member. The Chair of the Committee, as recommended by Committee members, will be approved by the Board.
Subcommittees and Working Groups
The Committee will strike subcommittees or working groups as needed. The members of these groups need not all be members of the Scholarly Communications Committee, but the Chair of the subgroup normally will be. Subcommittee and working group mandates, chairs, members, and project budgeting will be approved by the Scholarly Communications Committee.
