AFMC Resource Group on Libraries and Standing Committee on Research and Graduate Studies urge the Canadian Government to reconsider funding cuts to the NRC’s and Canada Institute for Scientific and Technical Information

June 2, 2009

The 70% budget cuts the National Research Council has announced for the Canada Institute for Scientific and Technical Information (CISTI) are severe and counterproductive to the increasing demand for reliable information from health practitioners, scholars, students and consumers say members of the Association of Faculties of Medicine of Canada (AFMC). “As Canada’s national science library, CISTI provides essential publication collections, analytical personnel and leadership that are crucial to knowledge translation and delivery in Canada” says Patrick Ellis, Chair of AFMC’s Resource Group on Libraries.*

Collaboration driving R&D in Atlantic Canada
Keith Ashfield
RE$EARCH MONEY, Volume 23, Number 9, June 2, 2009

Robust research and development (R&D) is central to healthy, productive, sustainable economies. The fruits of innovation — whether they emerge from the laboratories of private industry or from colleges and universities — materially improve our standard of living, our quality of life, and enhance Canada’s competitive edge around the world. For a variety of reasons, Atlantic Canada has historically experienced a much lower level of business-performed research than the national average. Post-secondary institutions have carried out the bulk of that research activity in this region, and they are instrumental in forging stronger linkages between the research community and industry. This growing culture of collaboration is showing sustained results. The Atlantic economy is seeing continued growth in many technology-based sectors and a strengthening of local and regional innovation systems.*

Bottom of filing cabinet yields top-drawer discovery
Globe and Mail, May 30, 2009

Although the document is not exactly the Magna Carta, it was penned around the same time, in similar Latin script, on English parchment. Its age aside, one of its most intriguing aspects is how it has resurfaced centuries later: in a filing cabinet at Brock University in St. Catharines, Ontario during an office reorganization last summer.*

The Library Rebooted
Scott Corwin et al
strategy+business, Issue 54, Spring 2009

The Internet has supplanted the library’s core function of giving users access to much of the world’s information in about the same time it takes them to start their computers. In the era of the instantaneous Google search, information research and retrieval are irrevocably changed. How to stay relevant? Library administrators have grappled with that question for years as more and more information migrates to the Web. The question has become especially pressing amid a global economic downturn that is reducing libraries’ funding at a time when they want to experiment and stake out new territory in the networked, digital future. Corwin et al offer seven imperatives for library leaders to address the relevance challenge, and steer libraries “away from a conventional mindset toward one that is analytical and pragmatic about opportunities, yet open to transformation and effective at implementing new strategies.” *

Freedom Of Expression Vs. DRM: The First Empirical Assessment
Patricia Akester
Intellectual Property Watch, May 25, 2009

Copyright incentives and rewards to producers of works have been able to exist alongside other values, such as freedom of expression. Changes in the way information products are disseminated, however, raise questions about the compatibility of those values with the new modes of dissemination.  So far, studies devoted to digital rights management (DRM) and copyright exceptions have noted, theoretically, its legal implications. Akester fills an existing gap by examining the impact of DRM on content users’ ability to take advantage of certain exceptions to copyright through empirical lines of enquiry.*
