CARL Response to Release of Tri-Agency Open Access Policy on Publications (2026)
October 8, 2026 – The Canadian Association of Research Libraries (CARL) welcomes the release of the Tri-Agency Open Access Policy on Publications (2026), which reinforces Canada’s commitment to an open and equitable research ecosystem by requiring publicly funded research to be freely available immediately upon publication.
The new Policy also recognizes the essential role of research libraries and their infrastructure in supporting open access, including through institutional repositories and trusted Canadian platforms. CARL has long advocated for strong national infrastructure and sustained investment to support the implementation of open access policies and will continue to work with the Tri-Agencies and the Canadian research community as the Policy comes into effect.
